you cannot move or modify the seatbelt anchorages in any car.do NOT use a cushion to raise yourself up in the seat as the antisubmarineing design will then not work.the only way is to totally modify the front end with a roll cage with a full harness fitted.cost about £2k/$3k from a racecar centre.

Opening the headlight

Can't be done on the car. The whole assembly has to be removed and heated in an oven at low temperature for a few minutes - can't remember exactly. It has to be hot enough to soften the glue. After all your mods are done it needs to be reheated then put back together. I think the lexus forums have how-to's.

Anchorage points in Hyundai Excel 98

I have found the anchor points on my car, and would suggest they would be in the same place on yours. Mine are on the inside back panel, as in the panel behind the rear break lights / indicators etc, inside the boot. You should see, in amongst the other irregular shaped holes, three holes into what appears to be more solid parts of the plate. They are positioned one behind each of the 3 rear seat positions to allow you to choose where you are placing your seat. The anchor just screws directly into these holes.
