There is one fuse for the system in the under seat fuse center as you already know, that is the sole protection for both front power seats and there is no relay under the hood in the power distribution box, so you either have a broken wire in the power seat to body harness or a defective switch control for the power seat. Probe the wires to the power seat with a 12 volt test light ($5.00 from any auto parts store) and work you way up and down the wire harness, the heavy gauge wires are the power seat motors, start at the main connector under the seat that connects the body harness to the seat and see if you have voltage there, the test light will light up if you do.
