Does the neutral start switch send a ground to the start relay.? What wire does so?
No, the starter is grounded to the engine block, . The neutral safety switch, Or gear select switch, is the midpoint for the 12v crank signal from ignition switch to the starter solenoid.

SOURCE: 94 s-10 blazer won't start
The 92 S-10 I had did not have an emergency shut off.Yours may, or may not have, depending on what previous owners may have done to the vehicle.
You need to get a factory service manual (not Haines or Motors or Chilton) to diagnose the problem, Most larger repository libraries have them. The FSM's have complete troubleshooting guides.

8/19/2009 I had this problem and it cost me 2700.00 to repair the truck. The problem is the "encoder Modual" that controls the 2/4 system. Unfortunately I did not know and my rear end needed to be repaired. The encoder cost about 388.00 at the dealer, good luck
