I think it's more likely to be referring to the test equipment not recognising that it's connected properly rather than an 'ecu fuse'. You will need to post very specific details of the car, the test equipment, how you are connected, what adapter if any you are using and what you are trying to do. You can't!! You have to take it to the dealer. It has a special you need to unlock the transmission chamber.

Replace the turn signal switch. This is the most likely cause that will only affect one side of one circuit and then both of another. These should be able to be found at a local salvage yard.

The above problem could not be entered completly on Fixya, because it was not possible to select the type of my car which is a Daewoo Lacetti. So in order to get my problem displayed I had to choose another car type.
So please disregard my issue. I will solve this problem other way.
