If the relay is pulled, the fuel pump should not be running. If the mechanic is right, there is a short and your pump is getting electricity from somewhere it shouldn't. If that's not the case, the mechanic could be wrong. Post what the original problem was as a comment please.

SOURCE: I have an 89 Olds 98 Regency. The fuel pump comes

The fuel pump will come on then, shut off when the key is placed in the ON position, this is normal. What is not normal, is when the key is turned to start the engine, and the fuel pump does not run when the engine is running at the same time. The initial power up you hear is a prime function that all vehicles have.

SOURCE: Will the fuel pump relay

You should hear a soft buzz or something from a relay. You can try hitting on it, not to hard though. Sometimes, it will not make a noise. I would change the relay first. It it a lot cheaper then a fuel pump.

My 1989 Oldsmobile 98 won't start when its cold outside.

Check fuel pump pressure and the fuel pump relay . On your vehicle the oil pressure switch will allow the vehicle to start if fuel pump relay fails . The problem with this is oil when cold doesn't flow very well and could take sometime to reach 4-6 PSI to close contacts inside . Watch this video on Fuel Pump Electrical Circuits Description and Operation ! When it get's to GM vehicles . Your OLDS is a GM vehicle , if you are not aware of it . WHERE IS THE FUEL PUMP DRIVER MODULE ON A 1997 LINCOLN TOWN CAR LOCATED--- NOT THE FUEL PUMP RELAY

No driver module shown on the wiring diagram for 89-98 models.
There is an EEC relay that powers the fuel pump relay. The fuel pump relay is grounded by the PCM. The voltage goes from the fuel pump relay thru the inertia switch and on to the pump.

HOW TO CHECK THE FUEL PUMP AND FUEL PUMP RELAY

The fuel pump relay is in the power distribution box in the engine compartment under the hood.
Find the box with the fuses and relays in it then go to the # 5 relay – this is the fuel pump also in location # 9 there should be a 20 amp fuse – this is the fuel pump relay/rap module for the `98 Ford Explorer.
Inside the car on the passenger area near the floorboard and behind the kick board towards the right front passenger area us the inertia switch. The button is counter sunk and should be pushed down if conditions are safe. Sometimes people kick this area and set off this safety switch. This is a ‘cut off’ switch made to stop the flow of fuel in case of an accident.

Hope this helps – please rate me
