Several options for you.
Read the owner's manual in the glove box of the car.
That should tell you where to find the fuse box, and either the owner's manual or the cover of the fuse box should list which fuse does what job.
Then, if neither of these is an option, try to call a dealer and ask them in the parts or the service department .
If you cannot do that either, look at the used car lots in your area for a 2004 spacestar like yours, and ask the car lot salesperson if you might please look at the owner's manual in the glove box of that vehicle long enough to find out which fuse is for the wipers.

The filter is located at the rear seat, you have to remove it first, then you will see a cap attach with some screws. Inside that cap you`ll find the fuel filter. Before you change the fuel filter you have to release the fuel pressure first. To do that, first find the FUEL PUMP RELAY in the main fuse box located in the engine. Once you located open the fuel door and take off the cap and leave it open. Start the engine, take off the FUEL PUMP RELAY and leave the engine stop itself, when this occurs turn off the key, the you can take off the filter and changed it
