What engine does yours have ?
RELAY CIRCUIT TEST

  1. The relay common feed terminal cavity (30) is connected to battery voltage and should be hot at all times. If OK, go to Step 2. If not OK, repair the open circuit to the PDC fuse as required.
  2. The relay normally closed terminal (87A) is connected to terminal 30 in the de-energized position, but is not used for this application. Go to Step 3.
  3. The relay normally open terminal (87) is connected to the common feed terminal (30) in the energized position. This terminal supplies battery voltage to the starter solenoid field coils. There should be continuity between the cavity for relay terminal 87 and the starter solenoid terminal at all times. If OK, go to Step 4. If not OK, repair the open circuit to the starter solenoid as required.
  4. The coil battery terminal (86) is connected to the electromagnet in the relay. It is energized when the ignition switch is held in the Start position. On vehicles with a manual transmission, the clutch pedal must be fully depressed for this test. Check for battery voltage at the cavity for relay terminal 86 with the ignition switch in the Start position, and no voltage when the ignition switch is released to the On position. If OK, go to Step 5. If not OK with an automatic transmission, check for an open or short circuit to the ignition switch and repair, if required. If the circuit to the ignition switch is OK, see Ignition Switch Test in the Diagnosis and Testing section of this group. If not OK with a manual transmission, check the circuit between the relay and the clutch pedal position switch for an open or a short. If the circuit is OK, see Clutch Pedal Position Switch Test in the Diagnosis and Testing section of this group.
  5. The coil ground terminal (85) is connected to the electromagnet in the relay. On vehicles with an automatic transmission, it is grounded through the park/neutral position switch only when the gearshift selector lever is in the Park or Neutral positions. On vehicles with a manual transmission, it is grounded at all times. Check for continuity to ground at the cavity for relay terminal 85. If not OK with an automatic transmission, check for an open or short circuit to the park/neutral position switch and repair, if required. If the circuit is OK, see Park/Neutral Position Switch Test in the Diagnosis and Testing section of this group. If not OK with a manual transmission, repair the circuit to ground as required.
  6. The park/neutral position switch is used only on models equipped with an automatic transmission.
    1. Place the transmission gear selector lever in the Park position.
    2. Disconnect and isolate the battery negative cable.
    3. Raise and support the vehicle.
    4. Unplug the park/neutral position switch wire harness connector.
    5. Check for continuity between the center switch terminal and a good chassis ground. There should be continuity. If OK, go to Step 6. If not OK, replace the faulty switch.
    6. Move the transmission gear selector lever to the Reverse position and check for continuity between the center switch terminal and a good chassis ground. There should be no continuity. If not OK, replace the faulty switch.
    7. Have you checked the ASD Relay ? auto shutdown relay ?

Make sure the starter is wired properly... you would be surprised how many people forget where the little wire from the solenoid goes.

SOURCE: 2003 dodge caravan won't start

My 2003 dodge caravan would not start after driving about 1/2 hour. I stopped for coffee and when got back in to start it started I switched gears and it stalled. I tried to start again switched gears then it started but only for 2 sec. No clicking, no cranking sound just would not start but battery functions were great. Spent 2 days with a mechanic who could not resolve so sent to Dodge. After a day of putting wires back and checking out the problem they said it was the computer. Said that it was bad and could be replaced at no charge due to malfunction. Yes, it worked fine afterwards no more problems. They also said that some of the computers are found to be defective like this one so I hope this helps you in the right choice to have the dealer check it out if you are unable to get a computer reading and there is no obvious short in the system. Free sounded very good but as you know there is no such thing as really free as they got me for other things $350 worth. ouch!

the srarter relay is stuck, you need to replace it . you will find this under the hood on the driver's side= follow the Positive battery cable to it. good luck.

My dodge ram 1500 will not start. when you turn the ignition nothing happens. all the panel lights come but none of the guage hands move . could it be the ignition switch?

yes, or the relay. Look in relay box under hood. Ignition relay should click when key is turned on. If not, replace relay. Much cheaper than a switch. May still be the switch, but relay is worth a try.

Dodge Intrepid 1998 2.7 V6. Won't start. you turn ignition key, it send power but not rich the starter. No ground on under hood fuse box. I did bypass to fuel pump, TCM shoot down and automatic shoot down...

make sure you have spark, sometimes if you start bypassing stuff the ignition works only on a resistor to much electricity and it won't work, not enough and it won't work.
