Need an ATP relay for 1999 Nissan Pathfinder. Will any multi purpose relay work for this and what is the ATP (what does it manage) ?

I don't know what the ATP relay is, or does. Any Nissan dealer can tell you.
If you want to replace a bad one, take the old one to the parts store and tell them year, make, model and the part. They will show you the part. It will fit without a hassle.
If you want to replace it with a different part that does not fit exactly, you have to make that work. Though I don't know why you would.
If you are well versed in electrical circuits, go ahead and rewire your Nissan. Otherwise, just get an exact fit replacement part and mark yourself lucky.

98 pathfinder no tail lights or parking lights or turning signals, but head light and brake lights work

I would hazard (!) a guess that the relay in the engine bay is toast, the headlights are on a different circuit and a different relay. Check the fuse box if you already haven't, if all the fuses look good then verify that the wiring from the fuse panel to the tail lights is getting power. There is also another relay at the back on the driver's side for the tail lights if I remember correctly but as you have brake lights I suspect that there is more than one problem here.

check ecu fuse.your problem could be vechicle speed sensor also. if you dont see any ecu check engine light fuse either blowed or bulb burned out.but if ecu not working vechicle wont shift correct.

Need to know where the Flasher Unit is on a 1990 Nissan Pathfinder

HI,

The flasher relay is in the fuse box. Read the cover of the fuse box, were you could be guided by the position of the relay.

Hope that helps you out!
