The G16 engine, its under the intake manifold down near the flywheel
bell housing. there is a brace there that makes it harder to get out.
are you sure is bad, do these tests yet.

nut shell G16:
remove neg log from battery,
then read the FSM page here
chapter 6D covers this.

http://www.acksfaq.com/96-FSM-v1-6D-pdf.htm

see page 6D2-5 "replacement"
but forgets.
2: remove EVAP canister from body, ( couple bolt)
3: gaining access tot he under intake manifold brace
remove this brace makes, starter work 10x more easy.

here is the G16 starter, exposed, lower left, black shinny paint?

Its not that hard. The hardest part is getting to the small wires on top of the starter. Just take your time.

Starter seems to be out, just getting a click when I try to turn it over. How hard is it to change?

You will most likely have to take som plastic covers off of the underside to get at the starter (this is the hard part). After that there are a couple nuts connecting the wires to the starter and two bolts holding the starter to the engine block. Really not hard at all, just a little difficult to access.

On turning the ignition key of our 2006 1.4 polo, can hear the solenoid click but the starter motor will not turn. This has occurred previously but after repeated attempts managed to start. No luck now.

You may need to replace the starter, have someone tap on the starter with a hammer not hard but, hard enough, this should release the starter and should make it turn over. If this does not work check the connections on the starter to ensure that the connections aren't rusted. If unable to start starter needs replacement.
