I have a 95 toyota camry 2.2L my question is what causes the wiper to keep running even though I turn it off

Sounds like the switch is broken, so you can never turn wipers off, or when you shut ignition off, do wipers then shut off? Need to have more input to diagnose. Switches are usually culprit.

2001 Camry wiper don't work

If the fuses and/or relays are OK.

Could be a bad switch.
Could be a bad motor.
Could be a loose wire connection at either the switch or the motor.
Could be a shorted or broken wire somewhere between the switch and the motor.

First I would look in the fuse box by the driver side and check the fuse,if good then get a meter and see if power is going to wiper motor,if so,then wiper motor is bad,if no power is going to motor, then bad switch, here's a link to see. Windshield wipers work on "high"

Don't really know of the vehicle, but what I am use to is that this could be the switch Since the wipers do work that rules out the motor. But, there could be a fuse or relay that controls that part of the system?
