Question about 1999 Jeep Wrangler
The fan has a two speed motor, if you can hear the fan increase speed on a higher setting it is working properly and you have a switching problem in the duct system, if the fan shuts down or doesn't increase speed when you go to a higher setting you probably have a bad fan motor or relay.

The heater has dampers, and the mode section is sticking
the tests are in the FSM. under HVAC

there are 3 systems used, cable, vacuum, and motors.
in cable and vacuum , you only need to look to see if the actual damper lever works.
if yours is motor, its way more difficult. look in the FSM for that test.
