Question about Volkswagen Jetta
It is possible that the starter pinion gear is stuck in the ring gear teeth and not pulling out on over speed. Check that the solenoid is not sticking from burnt contact points. Best have the starter motor removed and bench tested by an accredited auto electrician before it costs a new starter motor.
