After replacing the air bag, the air bag control module must be reset using a diagnostic tool available at the dealer and at Kia authorized garages. The tool is not a generic OBDII scanner but a DT-1 tool. See:Kia Diagnostic Tools.
If the reset has already been done and did not work, then the clock spring mounted between steering column and steering wheel has not been fitted correctly. In that case the steering wheel must be refitted correctly to the steering column with the clock spring at the neutral position or the air bag will not work properly.
