my best tip is to stop by the library + check out a
chiltons/moter/ or mitchells repair manual any of
these will have all the step by steps + diagrams
you'll need for the job. hope this helps good luck

SOURCE: WHERE THE FUSE BOX LOCATED FOR THE CIGARETTE

On a 1995 Buick Riviera, the fuse box is located under the hood in the engine compartment, just behind the passenger side headlamp. A detail of the fuses in this fuse box can be found on the inside cover of the box when you open it. Hope this helps!

The fuse block is located under the center of the dash. On the left front
side of the console. I believe you're looking for fuse #2 20amp.

yes vacuum lines can cause this when system looses vacuum it defaults to defrost there is a vacuum line going thru firewall usually near blower motor it has direct manifold vacuum on it check it follow it back to source make sure not cracked split or fallen off

How to remove radio panel on 1984 Buick Riviera

The factory radios usually have 4 small holes. Two on either side of the front radio panel. There is a tool that you can get from a parts store for just a couple of bucks that you insert into the for holes at the same time.(There are two U shaped tools, one for each side) When you push them in it will release the pin holds and you can slide out the radio.
