sometimes the vacuum line going to the actuator cracks.this will cause the diaphram in the actuator to not depress fully. you should be able to press in the diaphram by hand easily,if you cant,then the actuator is bad...usually due to debri getting into it,or from non use.
turn 4x4 switch off put vehicle in neutral then put vehicle in reverse and drive in reverse a couple of feet the put it into drive and it should come off of 4x4 if not then repeat until it comes off
