Did you disconnect the battery recently? Or have the car worked on to correct a check engine light problem? And they reset the codes?
When this happens (loss of all power or code reset), the computer will run all its tests on all systems, and set a 'ready' condition when the tests are passed. Some tests require multiple 'drive cycles' or specific conditions (less than full tank of gas but more than 1/4 tank) to complete the test. Until all (or a specific number - some non-critical tests may be exempted) tests are 'ready', the car will not be passed. The assumption being that until a test is successfully completed, the computer may discover a problem with a system, one that would fail the smog test.
If you're confident that all problems have been fixed, you need to run through enough drive cycles so the computer can complete all required tests. You can try disconnecting the negative battery lead for 5 minutes. This should reset your check engine light. Drive and see how long it takes before it comes back on - this may help you pass the smog inspection...

some thing is not right--have vehicle sanned for trouble code most auto stores usually will scan for free such as auto zone / advanced auto check ur local area-fix or replace whatever is causing problem dont reset code after fix wait 24 hrs if no reset than have place that scanned --rescan and reset engine light u now have to wait for a few cycles and or at least 120 miles before emissions resets itself for testing same goes if u disconnect battery to clear codes emissions has to cycle back up
