I lost keys to my 97 expedition I got a new ignition and new keys how do I program the keys to work with the pats system

To program new keys to work with the Passive Anti-Theft System (PATS) on a 1997 Ford Expedition, you will need to have two working programmed keys available. If you do not have any working keys, you will need to have the PATS module reprogrammed by a Ford dealership or a locksmith that specializes in Ford vehicles.
Once you have two working keys, here are the steps to program new keys to the PATS system:
  1. Insert the first working key into the ignition and turn it to the "On" position (do not start the engine).
  2. Within 5 seconds, insert the second working key and turn it to the "On" position.
  3. Within 10 seconds of inserting the second key, turn both keys to the "Off" position.
  4. Remove both keys from the ignition.
  5. Insert the new key you want to program into the ignition and turn it to the "On" position.
  6. Within 10 seconds, turn the key to the "Off" position and remove it from the ignition.
  7. Repeat steps 5 and 6 for any additional new keys you want to program.
The PATS system should now recognize the new key and it should be able to start the engine. If the new key does not work, please consult with an Ford Dealer or Automotive Locksmith to assist you with the programming.

all cars, to make 2nd key ,(if DIY allowed) one needs a good key first. (AND IS ALLOWED)_
by law and by practice.

2: scan the PCm to see all failures related (BAD KEY OR BAD IMMO Brains)
3: try the 2nd good key ?
4: IMMO lamp most glow in happy state, told in the users guide.

"Any new PASS-Key® III key must be programmed
before it will start your vehicle. See PASS-Key® III
on page 2-29for more information on programming
your new key
PAGE 2-30
When the PASS-Key® III system senses that someone
is using the wrong key, it shuts down the vehicle's
starter and fuel systems
. The starter will not work and
fuel will stop being delivered to the engine. Anyone
using a trial-and-error method to start the vehicle will be
discouraged because of the high number of electrical
key codes.
If the engine does not start and the security message
comes on, there may be a problem with your
theft-deterrent system. Turn the ignition off and try again.
If the engine still does not start, and the key appears to
be undamaged, try another ignition key. If the engine
still does not start with the other key, your vehicle needs
service. If your vehicle does start, the first key may be
faulty. See your dealer/retailer or a locksmith who
can service the PASS-Key® III to have a new key made.
It is possible for the PASS-Key® III decoder to learn the
transponder value of a new or replacement key. Up to
10 keys may be programmed for the vehicle.
This
procedure is for learning additional keys only. If all the
currently programmed keys are lost or do not operate,
you must see your dealer/retailer or a locksmith who
can service PASS-Key® III to have keys made and
programmed to the system.
See your dealer/retailer or a locksmith who can service
PASS-Key® III to get a new key blank that is cut
exactly as the ignition key that operates the system.
To program the new key:
1. Verify the new key has PK3 stamped on it.
2. Insert the original, already programmed key into
the ignition lock cylinder and start the engine.
If the engine will not start, see your dealer/retailer
for service.
3. After the engine has started, turn the key to
LOCK/OFF and remove the key.
For vehicles first sold in Canada, repeat Step 2
with a different, already programmed, key before
proceeding to Step 4
4. Insert the key to be programmed and turn it to
ON/RUN within 10 seconds of removing the
previous key.
The security message will turn off once the key has
been programmed. It may not be apparent that
the security message went on due to how quickly
the key is programmed.
5. Repeat Steps 1 through 4 if additional keys are to
be programmed"

How do I program a 2015 Malibu key fob

Programming with a Recognized Transmitter (Key Vehicles Only)
1. Insert the original, already programmed key in the ignition and turn to the key to the ON/RUN position.
2. Turn the key to LOCK/OFF, and remove the key.
3. Insert the new key to be programmed and turn it to the ON/RUN position within five seconds. The security light will turn off once the key has been programmed.
4. Repeat Steps 1-3 if additional keys are to be programmed.
Programming without a Recognized Transmitter (Key Vehicles Only)
U.S. owners are permitted to program a new key to their vehicle when a recognized key is not available. Canadian regulations require that Canadian owners see their dealer for programming new keys when a recognized key is not available. If there are no currently recognized keys available, follow this procedure to program the first key. This procedure will take approximately 30 minutes to complete for the first key. The vehicle must be off and all of the keys you wish to program must be with you.

1. Insert the new vehicle key into the ignition.

2. Turn to ON/RUN. The security light will come on.

3. Wait 10 minutes until the security light turns off.

4. Turn the ignition to LOCK/OFF.

5. Repeat Steps 2-4 two more times. After the third time, turn to ON/RUN; the key is learned and all previously known keys will no longer work with the vehicle. Remaining keys can be learned by following the procedure in "Programming with a Recognized Transmitter (Key Vehicles Only)."
The vehicle can be reprogrammed so that lost or stolen transmitters no longer work. Any remaining transmitters will need to be reprogrammed. Each vehicle can have up to eight transmitters matched to it.

You need to bring it to the DEALER...

1997 Does not allow Self Programming over the 4 Hour Period. Since you do not have an Original Key that will work (you swapped out an Operating System). The DEALER must go into the Computer and RELEARN the KEY.

Make sure you bring ALL YOUR NEW KEYS and do them ALL at once...

Okay, to program a key you will need two keys that are already programmed, insert one key ignition turned on and engine off, remove the key and within 10 sec insert the second key and turn ignition on with engine off, remove that key and within 10 sec insert the key to be programed. you will need to do a 30 min.relearn with only one key,you will turn ignition on with engine off and wait about 10 min until light goes out then remove the key and repeat this step when light goes out repeat step one more time then use key to start car, computer has learned all info. you will now turn off engine, insert programmed key turn key on engine off then remove the key and insert key to be programed within 10 sec.all done good day.

LOST THE ONLY KEY TO MY 2000 FORD EXPLORER. HOW CAN I GET A NEW ONE?

Go to dealer and bring your proof of id and paper work for vehicle. There maybe an additional programing fee, this is normal protocol. Or try a local locksmith but make sure you tell them over the phone your vehicle info.
