There are certain shadows of "bad" a fuel filter can leak. this will give a high fuel usage, a fine fresh fuel smell and maybe some drop in performance a fuel filter may jam. this will give bad performance, a stalling engine or the engine will not run at all a fuel filter can be missing. this is not recommended since fine dirt, wich in allways present in fuel, will jam or damage the injection system. there isnt much ore i would think of when it comes to a bad fuel filter.

How can a filter be clogged if I have a plastic tank, no rust and the strainer on the old fuel pump is as clean as the new one

Possible bad filter, or if car sat unused for months could be fuel went bad and "gelled" in the filter. I would replace filter and see what happens next.

Engine Misses / Surges under load

Sounds like either bad fuel, plugged fuel filter or a bad fuel pump. I would try some fuel additive first unless your fuel filter is easy to change out. A weak fuel pump will eventually quit working so that would be the last thing to check since it involves more labor and replacement costs.

Very common sign of a bad fuel pump. If the fuel pump goes bad, or starts to go bad it starts shorting out and will make all the signs and symptoms that you are talking about.

This is probably your crankshaft postion sensor. They go bad on these car. It usually happens after the car has warmed up. It's pretty easy to replace...it's on the front of the engine just below and to the right of the oil filter.

thee are many things that cause this, first worn piston rings could cause it not to start when it's cold or the glow plugs are bad that would cause it not to start the first time, however you say one it starts and shut it off it is hard to start afterwords so this would lead me to believe you have a plugged fuel filter or a pump going out. The reason I say this is it does it only when cold so two things can happen that could cause this, the fuel would be to thick for the pump to pump the fuel or bad glow plugs, however if the engine started then and was hard to start afterwords I would suspect the fuel filter or fuel pump.

Where is the fuel filter in a Volvo S40 2005

Yes that is correct. The only filter is inside the fuel tank, and as I recall its a non exchangeable filter. It just gets replaced with the fuel pump when it goes bad
