Pulling the fuse will fix it temporarily, but you will need to get it fixed, you will fail your state inspection. It is either a "stuck" relay, or your horn switch is stuck on. I may be just as easy to pull the (+) wire from the horn itself until you find the problem. (I tried to find a fuse diagram for that model online, but could not find one.)
