I have a leak under the passenger side dash board it is leagink onto the floor board

this leak must come from the heater metric.your car has a small radiator for heating. It's in the passenger side dash board.so you have to remove the dash board and check and repair the heater system.

I need to know where to locate the fuse that operates the brake lights and turn signals on my 92 dodge dakota

if i'm not mistaken there should be a fuse panel on the driver's side under neath the dash by the knee bolster...if not, then the passenger side, in the glove box.....if, not, under the hood....so check those areas...

A/c blows from floor

sounds like two problems. the ticking sound is probably a broken blend door stop. the wet floor is probably a bad heater core, both require dash removal.

Ticking sound when car is started

If it is around the glove box you may have something in the blower motor fins. the blower motor can come from under the passenger side dash I think it is 3 8mm bolts that hold it in there. You may be able to tilt the glove box down by opening it and pinching in the sides to see if a piece of paper fell back behind it. As for the defroster there should be no correlation.
