It is going to be the cluster or the body control module. And with out seeing it I am almost certain it is the body control module . Are your door locks all working ? dodge uses the body control module it is like a computer brain and it controls everything electrical inside the cabin is the easiest way to explain. Its best to buy one from a dealer because they have to program it before it is installed. One thing you can do is go to the dealer or shop with chrysler scanner and have them check the body control module and the cluster. nothing else .

1998 dodge grand caravan emergency flashers & turn signals do not work

Sounds like the turn signal flasher (lighting control module). It is used for both the turn signals and the hazard flashers. There is one type for cars with DRL and one for cars without DRL.

Speedo and tack lights dont work on 1998 v6 3.3 dodge caravan replace all fuses and lights instrument cluster looks ok ?

This is most likely in the cluster. It may have replacable bulbs in the back of it. If it does not, than it is a sealed system and the cluster needs to be replaced. Good news is you can put a used cluster in this van and you will not lose your miles.

1998 dodge grand caravan fuse panel diagram

There is also a labeled HORN relay in the fuse box next to the battery... the fuse box is long and rectangular. The inside of the lid has the diagram for both the fuses and relays it contains. The other is a fuse panel under the dashboard on the driver's side. It cover lights and a few other items. The fuses are labeled, but the relays are NOT. One of the relays, controls the emergency hazard flashers. You need to check both places and replace any fuse that states HORN and the HORN relay, to be sure the problem goes away.

Check the fuse for the gauges,if this is not the problem, there is a problem in the connection to the instrument cluster.

1998 Dodge Grand Caravan Horn Not Working

The most common problem with this is the clockspring, it is located just under the steering wheel. It will cause the horn not to work, airbag light to come on, and the cruise not to work. There is probably a recall on this. Contact a local dealer to see if the recall applies to your car.

My Dodge Caravan ST 3.4 LTR instrement cluster.

Your Hazard fuse is blown.
Hazard fuse has the instrument gauges on it in addition to the turn and brake lights.

When one of my brake lights went on my 07 Caravan it when short for a time and took out this fuse.
