Do you mean can you move the pulley? The tensioner arm is spring loaded. It has a square hole that you can insert a breaker bar. (either 3/8 drive or 1/2) so you can relieve the tension and replace the belt. The pulley itself should rotate freely. If it doesn't, the bearing is bad, and the pulley needs to be replaced.

On the right side of the pulleys, there should be 3 top, middle, and bottom. The middle, smaller one, is the tensioner.

All pulleys should be running true. If you have a pulley not centered then replacement is an option.

It probably comes as a unit. tensioners create tension by way of spring and springs do wear out over time. so it may be beneficial to change the whole tensioner. there is a bolt in the center of the tensioner remove it and on reinstall remeber to line up the dowel pin. good luck
