Its either the cold start valve if it is equipped or bad fuel pressure regulator.

Clean your battery post use a battery maintenance kit has a green
and red filter ring also have your battery tested in cold conditions if a battery is weak that's when it's more noticeable.thats why you see CCA on battery's they are tested cold to determine cold cranking amps.

Peugeot 807 cold starting problem

I had a problem with my car not wanting to start in the cold. It was then I learned about CCA (cold cranking amps). I lived out west and had never heard of cca. You said your amperage is correct so this is prob not your solution. I purchased a battery with high CCA and my car starts every time now. Last week it was below zero and it dragged a bit when I first tried to start it but then started. The higher your CCA the better. Cost a little bit more but so worth it.

My 1991 plymoth colt gl wont start in cold weather

look at the ignition bypass resistor. It's on the firewall close to the brake master cylinder. It provides full battery voltage while cranking and then runs at reduced voltage the rest of the time. Your ignition switch controls it's operation, so look for a faulty ignition switch too.

Hows your oil level? When was the last oil change?May take more to get it started if oil is low or old.Oil turns to syrup in the cold.

Another possobilty is the cranking amps of the battery or the amount of power it will put out. A higher cranking amp battery will turn the engine more efficiently.

My 2006 Jaguar X type will not start readily in cold weather. I replaced the glowplugs but no difference. Once going it runs fine.

Maybe worth having the battery checked out as cold weather can make them deterioate quite quickly.

The battery might be be loosing cca's (cold cranking amps) but still have good voltage.

It cranks, but it does not run

Have you check the plugs, cables, cap/rotor ?

One thing you can try since it starts good in warm weather, is to ,on a cold morning, take a hair dryer and warm up the suspect part to warm weather condition. Then try and start the car. If it start ok you have probably found the weak part.
