Disconnect the negative cable of the battery for 30 min's prior to repair, that will make the system safe to work on.

Is the horn on a 2005 dodge neon connected to the air bag

no they are 2 separate systems even though the air bag is in the horn pad the contacts for the horn are separate from the air bad itself. if you have to replace the horn pad because of a problem you will have to disconnect the air bad circuit by unplugging the yellow plug connector under the dash by the steering colume and let sit for 20 minutes for the back up power to de-energize. most horn problems are the horn itself.

How do you troubleshoot the horn

if your horns work with alarm using remote, then fuse and relay good if you hear no horn using remote set off alarm, and horn pad dont work, replace horn fuse and relay, if both okay, you have to replace the whole horn pad with air bag in steering wheel both horn control pads and airbag is one assembly.

Horn button sticks on 95 Buick Riviera

Typical scenario of the horn pad needing to be replaced at the steering wheel, may have to search the wrecking yards for a replacement or take the pad off and try to discover what part of it is bad and try to repair what you have.
Some folks have added a button useing the same twop wires that control the horn pad, thus eliminating the need to find a replacement horn pad in the proper color etc. a hole drilled into the dash and the button installed makes it a lot easier and cheaper and yiou still have a horn.
Every once in a while the horn relay is the culprit but mostly it is the horn pad, be careful of the air bag deploying...disconnect the air bag fuse before doing any work on the electrical inside the car.

The air bag in the steering wheel was taken out, now the horn does not work. Do I need a new air bag in order to repair the horn?

YOUR HORN PAD AND AIRBAG COME AS A ONE UNIT.YOU HAVE TO REPLACE AIRBAG BEFORE YOU HAVE HORN CONTROL AGAIN.BEST TO TAKE VECHICLE TO DEALERSHIP BECAUSE TRYING PUTTING IT IN AT HOME IS DANGEROUS AIR BAG CAN DEPLOY WHILE TRYING TO PUT IT IN.

My horn is stuck on. i have checked the fuse and the relay. I dont know where to go now. I have looked for a one line diagram.

The covering surrounding the horn does shrink in size through the years dued to contraction of the temperature change. This will cause the horn to go on by itself. The only remedy is to replace the horn pad which also incorporates the Air BAG
I would recomend doing as I do before replacing it. Take a hair dryer and heat the horn pad up for ten minutes. Circulate the heat so it will be unifirm and that way the pad will expand back to the normal size. A millameter of sjrinkage will cause this problem which you have. The heating process will hold you for another year so it will not go off again

Horn

Behind the grille. Open the fuse box, have somebody push on the horn, look to see if the horn relay is claicking, if so, replace the horn. If not, replace the relay. If the relay replacement does not help, pull the horn pad off & touch the horn pad wire to ground. If the horn still does not go off, you may need the clockspring that powers the air bag & the horn pad connector.

1998 Ford windstar horn wiring

There is something called a clock spring in the column that is used for the airbag, horn and cruise control buttons. This clock spring if messed with will cause a/bag light to come on and possibly cause a/bag failure if there is a collision. DON"T mess with the wiring in the column. Run new wires in to the horn or install an a/market horn.
