Horn started beeping omits own. Was able to stop it by pressing on the steering wheel pad. Now, it won't stop at all. I pulled the fuse, but other components, parking lights and instrument panel lights, don't work. One Chrysler dealer told me it could be a defective airbag causing the problem. Any thoughts on possible causes? How should I proceed? Thanks for your help.
The spring in the horn button probably broke. Removing the Fuse for the horn in the fuse panel will stop it. It will be marked either on the cover for the panel or on the panel itself. If your car has a steering wheel airbag, there is a danger of it going off during replacement of the button assembly. The button assembly usually is not designed to be repairable, but should not be too difficult or expensive to be replaced.

Pull battery cable(s), to be sure airbag disarmed, and check for continuity rather than power?

These vans are common for having cracked circuit boards in the Instrument cluster. You need to replace the circuit board. Try smacking the end of the dash and see if the gauges start working again.

Test and replace the clockspring. Everything you mentioned runs through it first before splitting off different paths to thier own components. It is behind the steering wheel. Remember to disconnect the battery first before making any repairs.

It sounds like the item known as the "clockspring" has gone bad. It's a unit between the steeing colum and the steering wheel that transfers the electrical connections for any steeing wheel mounted electrincs, like the horn, cruise buttons, airbag, or anything else that might mounted to the wheel.
These are not easily replaceable, however after a brief search, there appears to be a POSSIBLY of getting it replaced under a recall from the manufacturer. Check out this link, and this link.

If that fuse works other items like the lights, you could possibly unplug the horn button by removing that assembly from the steering wheel and disconnecting the harness from the back. Make sure you disconnect the battery first - and tape up the exposed end of the harness to prevent shorting it out!!
