It's a Manuel trans with no options at all on truck truck is perfect just can't get inspected was going to try and wire in a blue connector
There are a number of different cables required to connect code readers to the data link. Unless you have the correct cable and the necessary data plug to do the job it will not connect .IF your tester has a problem I would suggest that you take it to a mazda service department as they will have the correct cables and reader to check codes.
Testimonial: "First off its a isuzu. Second my obd2 scanner is working fine has been checked. I'm talking about the ECM that has 3 connectors on it red white and blue (on most years except mine) I have red white and yellow. I would like to know if it can be switched over to the other controller that has the blue connector on it ? If so I need to find me a schematic for both so I and put the wires in the right spot."

ECM fuese are located in the fusebox in the engine compartment-left sidefacing the vehicle.

The only reason I have ever seen for a dead OBDII or DCL while the car still runs is that the ECM has failed and for some reason just marginally functioning enough to appear normal. This is more common than one would think.
I would start by getting even a generic OBDII reader to confirm your work, then pull the battery connections and unplug the ECM from the harness and make sure visually that the conector has no obvious issues then reassemble and retest.
