If you can verify that the battery is good then I would say that the starter itself has failed. This clicking you hear is the solenoid on the starter attempting to engage the starter.

Why wont my car start

Possibly a battery cable terminal or the connection at the starter.
Sometimes a loose or faulty wire can barely work until a load is put on it then it just shuts down. Test power flow at starter before and after turning the key. Replace battery cable ends and if the problem persists, replace entire cable.

I looked at info for your security system, it is starter motor disable. I didn't see 06 ford Taurus in my database, so I looked at 05.
Battery has a full charge and battery connections all good?
We can usually do some tests to see if starter motor will crank the engine, but, if the security is the problem, it still won't start.
You can check for applicable trouble codes? Try a different key?

I have a 2003 Ford Taurus that won't start. Just clicks.

check batter connections.... take battery to any auto parts store for free charging and testing.
Most often, it's a weak battery or bad connection.
I'm sure this is the issue....
If the battery should test good, have the starter checked out. (also a free test at the auto parts stores, but you have to remove it and take it up there)

The click you are hearing is most likely the start slenoid making contact, however you should short the large wires @ the solenoid to make certain the starter still doesn't run, if so try tapping the starter with a hammer to shift the comutator a litle and try to start. Even if it now starts the starter will continue to give you problems so the proper fix is change the starter

follow the positive cable from battery, and you will find it ! did you change starter solinoid with the starter! the clicking and will not turn over is caused by battery, starter solinoid, or bad battery cable. The starter solenoid on many Ford vehicle's is on the inner fender well, The terminals should be free of corrosion and should tighten up well.
When the connections are tight you should not be able to twist them by hand.
