My 2006 navigator front suspension are not rising
These Navigators are absolutely infamous for their suspension issues. They just weren't built to last. A few companies make conversion kits which let you ditch the air suspension in favor of standard coil springs. Lots of folks like Strutmasters out of North Carolina. Give them a look:

The 2003 on up Navigator & Expedition is the worst designed and most expensive to maintain out of all the Ford systems, since Ford started in 1984. Do yourself a favor and do a Lincoln Navigator Air Suspension Conversion 03 06 and be done with the air....and be able to rely on this vehicle. Something you CAN'T do with the air.
If the rear suspension is not affected its probably a leak or a front height sensor.

There are level control sensors they look like little arms (with joints like your elbows) mountesd on lower control arms. They may be at fault they control the height and turn the pump off when the height is reached. try adjust height first before you replace, they can be adjusted. Good Luck

those airbag suspension systems are junk. you are going to spend more than the value of the car fixing it and then it will just go bad again in a few years.

I suggest you remove most of that Air System and
replace with conventional shocks/struts etc
You will spend a few thousand, before you take my advice,
if you continue to try and diagnose those issues.
It is a system not worth working on
Read other peoples problems and a few I offered that
idea to, and they were happy to switch over, at any cost,
so they could use their veh again
