Crank engine with distributor cap removed, is it turning?
(That is if it has a distributor cap, some newer cars don’t have one)is it turning?
Broken timing belt or chain?

Are you getting power to the + positive side of the coil (small wires) with key on ? Hint; I use a needle pushed into the back of the plug so as not to damage the wiring.
If you have power then wiring from the ignition switch is OK. It usually is.
Hook your test light to the - negative side of the coil (one end on the - terminal and the other end on a ground). You should have power on the - side of the coil with the key on and engine off.
Crank the engine while watching the test light. Get a flashing signal at the test light when cranking?
If so and you have no spark the coil is likely dead.(don’t rely merely on resistance tests for a coil, a weak coil can test ok for resistance but still give no spark. It happens but is unusual. I learned this the hard way!)
No flashing signal?
Check continuity in all primary circuit wiring for opens.
If they are good,
It is time to check the pulse generator in the distributor. (That is if it has a distributor cap, some newer cars don’t have one, if it doesn’t then the ECM or computer sends signal via the crankshaft position sensor and the camshaft position sensor)
With the engine in non-running condition connect your A/C voltmeter to the pair of wires at the pulse generator and crank the engine. You are looking for an A/C signal that makes 4-6 volts of A/C. Got this? If so the ignition module is dead or has a bad ground. If not (more likely) you have a dead pulse generator in the distributor.
If you have three wires in the distributor signal wire you have a Hall effect sensor. I forget how to test that one. (Chrysler stuff)

If this part of the primary ignition tests ok then check wiring to ECM pinouts for opens.Wiring tests ok.ECM as last resort.
Hope this helps...........

1999 Chevrolet Silverado Z71 5.3L will not start.

Depending on where you are checking the spark, orange may be rather weak. It should be white or blue.
If the plugs are dry and they have an orange spark, the coil may be going dead.

Ecm and bcm reprogrammed, new spark plugs and wire, new fuel pressure regulator, new starter fuses, new gas pressure regulator, and new cam and crank sensor installed, but engine will not start. suspect...

Could be but how many miles are on this 1999 silverado? and what size engine.

you will need to check the alignment of distributor, make sure its lined up correctly then make sure you have fuel pressure to rail, and last are you getting spark to plugs.

if you think chain jumped then do a quick compression test and see what the readings are. make sure sparkplug wires are on correct.
These are a few things to check.

My 1993 chevy silverado will not start it has fuel shooting into the throttlebody and has spark yet will not start any ideas as to what might be wrong? The plug wires are in the correct order.

You should probably check the timing. It's not uncommon for Chevy's to jump time when they are shut off. Bring the engine around so the timing mark on the bottom pully is at 0 and lift the distributor cap. The rotor button should either be under the #1 plug wire( front wire on driver's side) or 180 degrees away from it. If it's off 180 then turn the engine over until the 0 lines up again. The rotor button should line up then. If it doesn't then turn the distributor until it does and try to start it. It should start there but you will still have to change the timing chain and gears.Hope this helps.

Turn key to start-engine turns and i have spark wont start

I would check fuel pressure so you can rule out pump. I had a bad pump right out of the box before. Also you may want to change fuel filter so you can rule out plugged filter. You have spark, sure seems like still no fuel.

My 1999 Silverado does not start. It was running fine. It turns over but acts like it isn''t getting gas or spark.

Is the check engine light on? If so, rent a scanner and read out any codes--follow the clues to repairs. One quick check for spark is to pull one of the spark plug wires and hook the wire to a spare plug then lay the plug on engine metal. Watch for regular sparks as the engine turns over (it helps to have a extra person to run the starter.

99 plymoth voyager wouldnt shut off with key then white smoke

There could be several reasons, here's a list of the most common things it could be.
  1. check the timing
  2. idle speed is to high
  3. incorrect spark plug heat range
  4. intake air vacuum leak
  5. valves sticking
  6. leaky fuel injectors
