Assuming you mean when the car is running. Either way, you should start by checking the blower motor resistor and then heater control head. Worst case if you can't figure it out, you can always pull the fuse until you can get it into your regular mechanic.
If the blower motor doesn't not turn on than its very likley that the blower resistor or the blower itself is bad. This will help figure out which one of the two it is.
First check to see if the system has the proper amount of coolant in it. Sounds like the heater core is blocked. You must get circulation in order to get heat. I assume the electric fan/blower is working.
I have seen the rubber o ring on the gas cap leak or have dirt under it. Newer chevy pickups are know for this. causes code 402 normally. check your blower motor resistor on the heater box this can cause the fan to run all the time.
