Iv'e never seen the coil pack on any GMC...but if there screws that hold it in place are like a star shape, like on a car i did recently then they are Torque bits.

The coil on this model is mounted on the manifold and is sandwiched between a couple bolt nut combos and you need to remove them in an order and dont forget how they come off or you will spend and bit of time trying to find the right combination to work again. not hard just get stuff out of the way. You will find it fairly easy to take the inner engine cover off to gain a good access to the coil and mounts

2000 safari van no spark to spark plugs turns over but won't fire

Sounds like it is either a bad coil pack, cam position sensor or crank position sensor. The coil pack delivers the spark to the plugs and the 2 sensors tell the computer when to tell the coil pack to spark.

I would like to know how I can replace the starter in my 1991 GMC Safari van step by step instrutions would be very helpful.

Disconnect your negetive battery cable at the battery,Under the passenger side front of your van right rear side of the engine is where the starter is located at.Remove the 2 big bolts holding starter to the block(hold onto the starter as you remove the last bolt so starter doesn't fall and rip wires)Then lower starter enough to access the battery feed wire and the solenoid wire(small wire for the solenoid supply) The big bolts are either 15mm or 9/16 the battery supply wire at the solenoid is usually 13mm and the small wire is usually 5/16 reverse the pro ceedure to install.

2000 gmc safari van remove dog house

There are several 8mm and 10 mm bolts and screws holding the trim on, then there are 2-13MM screws securing the doghouse to the floor, then there are 2-15 MM bolts that secure and align it into the firewall. They require a 36" long extension and a swivel socket.

After it rains my van doesn't want to start

it could possibly be defection ignition coil or ignition wires arching when the weather is damp outside. Remove the doghose and while the engine is running, spray the ignition wires and coils and see if you can hear or see the arching wires.
