The timing marks are located on the crank and cams,to get to them the fan, water pump, timing cover, and a few other things must be removed.

If you are just wanting to adjust the timing,(And the timing chains are not broken or jumped)You will do this at the distributor and you will need a timing light to do it correctly.

1978 caprice classic... What is this little box has a bunch of wires coming out o it under the hood under the wiper fluid. it's caked in thick black stuff could this be why it won't go into drive

That's the bulk head connector , electrical wiring for inside vehicle ! That black stuff use to be dielectric grease ! Given the year of your vehicle ,has nothing to do with the vehicle going into drive . The transmission on your vehicle has nothing electrical in it . Your transmissions linkage isn't adjusted right or your transmission is shot !

What is this and where does it go I found it by my engine in my 78 caprice classic

It is a pressure or a vacuum switch. It is the sort that puts a warning light on if the engine oil pressure or steering hydraulic pressure is low or the brake vacuum is low.

It appears remarkably clean for the first two and if it had dropped out of one of the places where such things are fitted the effects would be immediate. Perhaps it is an old one left behind after a new one has been fitted, resting somewhere inaccessible to the mechanic and finally dropped out to cause confusion and bewilderment.

Such switches are usually marked with the pressure or vacuum values.

I have a 96 caprice that won't start and when I try it pops and backfire

Sounds from your description that your timing chain has jumped, and your crankshaft to camshaft timing is out.
