It is an air intake silencer. It quiets down the motor when you are throttling up.

There is no carburetor on your truck, it is fuel injected.
However, where to spray starter fluid is:
You have a air breather tube going from the top of the middle of the engine to somewhere. It is black plastic, and is usually several inches in diameter.
If you start at the top center of the motor, it will usually have a black plastic box near the front of the truck, by the radiator, that contains a pleated paper air filter.
If you will find that, take the cover off the air filter, it usually has some snaps or screws to do that, as you are supposed to replace it periodically.
Find out where the air comes from to go into that air filter housing. Often it is from a hole near the right or left headlight, along side the headlight.; That will be the place you spray starter fluid if you have a friend cranking the engine.
If you are doing this by yourself, I would take the air cleaner cover off and spray the fluid into the pipe going up to the top of the motor.

Does a 1997 Saturn SC2 have a cabin air filter

The Saturn S-series (SL1, SL2, SC1, SC2, SW1, SW2) were not designed with cabin air filters, thus do not have them. There is no cabin air filter to replace.

I have a 1998 Saturn SC2 engine stutter.

Sounds to me like you need to change the transmission fluid the filter is under the air filter box and the drain plug is a 17mm on the bottom of the trans closest to the engine about mid ways between the car warm the car up good then drain the fluid beware the fluid will be hot the filter is like a oil filter it just unscrews fill with proper fluid do not over fill hope this helps you

Black smoke coming from tail pipe when starting.(1998 saturn sc2 1.9l DOHC)

You say when starting, I presume you mean when the engine is cold? Black smoke is usually a sign that the engine is burning too much fuel but when it's cold this quite normal as the choke richens the fuel/air mixture to start the cold engine.
If it's still smokey when warm then it could be numerous things from a dirty air filter to a faulty cold air sensor giving the ecu a false reading. I would have the car serviced & if no improvement then leave it into a garage with diagnostics & they should be able to where the fault lies.

How do i change a air filter on a 2003 e320 mercedes benz

There are swing clamps about six on both side of the air-box to the right front of the vechicle just lift up the cover and pull out the filter. The replacement will be a two depth fliter one side larger than the other that faces down into the bottom of the box and the shorter end goes twards the engine. If this is a cabin filter the glove box has to be removed ( easy ) just remove the six phillip screws and give the glove box door a good strong left to right pull and it shoud come out. just behind that is a retangle covering to the right with sliding lock. just slide the lock to the left and the cover comes off the filters come out left first and than right. reverse procedue other than the pulling of the glove box that should go back in easy.

What is the black box for to the left of the air filter,95 saturn sc2

when you say left do you mean looking at the vechicle from the front? if so then left means passenger side and it would be the relay box on that side if you mean the driver side you may be talking about the ABS brake computer box, but you did not say if it had wires connected to it.

Oil filter

You probably could if the threads are the same. Aside from military vehicles I have worked on, the Saturn was the first car I worked on with a spin-on trans filter. Most auto parts stores carry the transmission filter for Saturns and they are not that much more than an oil filter.
