what does a catalytic converter go for from the dealer for a 2003 chevy impala?

I would take the vehicle back to the shop that did the work and demand they fix it correctly.

You can get the error codes. Many auto parts stores will loan the meter to read the codes.

Sounds like a bad plug wire or coil.

A lot, dealer will want about 600. But I don't think thats the problem. Have it scanned to see which cylinder was misfiring that caused the check engine light to blink. One of the new wires might be bad, one of the new plugs might be cracked or you might have a bad coil

1986 Cadillac loses power going up hills. Check engine light comes on. Also pedal hesitation when trying to excellerate up hills

have you looked up the codes? sounds like a clogged filter or bad fuel pump. Either way, have the check engine light looked at.

My 1993 Buick Roadmaster hesitates and jumps going up hills.

Have the fuel pressure checked the fuel pressure regulator valve may be acting up, it should be at 30 psi or greater at idle. It may also be a Oxygen sensor causing the car to run lean on acceleration, if it has never been changed have the primary or bank 1 O2 sensor changed out they should be done every 60,000 - 80,000 miles. If all this has been done there may be a vacuum leak somewher in the system and by the way all vacuum hoses should have been checked during the tune up.

NO POWER / SHUDDER

Is it a standard or automatic transmission? If standard, your clutch may be slipping. While driving down a straight road, push the brake while still in gear and push the gas pedal as well. If the engine slows with the vehicle, the clutch isn't slipping. If the engine speeds up while the vehicle is slowing down, the clutch is slipping.
If it is an automatic, check the transmission fluid. You may be low and the transmission is slipping while under load, or the torque converter is slipping for the same reason. You may have a bad torque converter clutch switch, but the computer should have picked that up and made your "Check Engine" light come on.
These are the main reasons you would be losing power going up hills unless your engine isn't powerful enough to handle the larger tires on extreme hills. (It takes more power to turn a larger wheel going up hill since the vehile has to travel further for each revolution of a larger tire. Incidentally, have your speedometer checked. You will be going faster than what the speedo says since you put larger tires on.) Good Luck.
