If it's coming from the radiator cap your car is overheating, two things could be wrong
#1 thermostat is stack and is not circulating or
#2 that your actuator switch is not engaging the
fan

Check the fan relays. If I'm correct that car has a low speed and a high speed fan. Try swapping them with relays you know work (such as the AC cluch relay) if the fan turns on it's the relay. Also check the fuses. Another problem I've seen is the plug to the fans overheating and melting. (it happened on mine) The only thing you can do then is replace the plug. You can't buy it new... might be able to find it at a salvage yard.

Leaking antifreeze

Yes, it is leaking whilst running. You need to locate the source of the leak. Do not drive the car until the leak is repaired as you may overheat and damage the engine.

I have antifreeze leaking out of the car and car is running hot cause the anti freeze keeps leaking out where could it be coming from?

If the antifreeze is leaking externally, most likely places are from the radiator or hoses, from the water pump bearing, from engine gasket.

Leaking from bottom on driver side

your cooling system is faulty, possible the radiator or the hoses connecting are defective. do not drive unless you rectify this or else you will end up in a breakdown.

Radiator leaking terribly (97 Grand Caravan, 3.8L)

Radiators with plastic top and bottom tanks have a limited life and if they leak it is usually terminal and will probably need to be replaced. Any radiator shop can pressure test your system. Replacement is not a huge job but radiators have become relatively expensive.

2000 jeep cherokee does not heat or defrost fan

the oily substance you talk about is antifreeze, your heater core is damaged and leaking in the form of mist and going to your windshield you must replace your heater core in the dash generally behind the glove box.
