Hi there first the obvious is the belt tight and the fluid at max the car has not been in a smash?

so if the belt it tight and fluid at max and the car is has not been in a smash then try changing the fluid it can sometimes help with tight steering.
if that dont work you need to start looking at changing the rack but look at all the connections to it as you remove them as in the nuckel joint going to the steering shaft.

hope this helps Regards JR

I have a 1989 chevy pickup can not afford power steering pump can i bypass pulley with smaller serpetine belt

I is not advisable for a number of reasons. The steering will be a lot harder than even a vehicle without power steering which is a safety issue. The steering gear relies on the oil circulating through it for lubrication, so you would be putting undue stress and wear on the steering box.
By the time you spend good money for a smaller belt and a lot of time trying to make it work, you could get a used pump from a pull it yourself junkyard.

Sound like you may need a new power steering pump or rack and pinion. Have you noticed any leaks from the vehicle? If you've had the vehicle for 21yrs, then I would have to go with the power steering pump is begining to fail. Hope this helps.

Power steering works hard at low speeds parking etc put then seems ok when you get going maybe rack and pinion

The VOLVO 740 does not have speed sensitive power steering, so is a little harder to turn when going slow.but is very light when doing over 100mph.

1968 volvo 740gle speed counter stoped working, somebody help.

Speed counter? I think you mean speedometer. if so on a car that old the cable probably broke off they don't last forever. check it at th eback of the cluster or the transmission where is goes in its a cable so easy to figure out if you get both ends and one turns while other doesn't its broke

My 1989 volvo gle power steering is getting hard to turn, what could be responsible for this?

Low power steering fluid. You may have a leak at the power steering rack at the pressure line which would cause the rack not to respond as it should.

if your steering wheel is getting harder to turn when your speed increases than there isn't anything to be worried about, it's kind of a safety measure

Power steering fluid leaks quickly out 1989 Volvo 740 GLE wagon

The most obvious places are the Power steering rack itself - at each end, and the hoses that are attatched to it.
A leak at the pump is easily spotted.

Hoses are cheaper to replace than seals on the rack (which may require a new unit)

'88 Volvo 740GLE won't get past 30 mph

Horrible squeal. If my 740 made a horrible squeal I would be upset also. These ideas - timing belt has somehow slipped out of time. Easy check. One of the other belts are slowing the engine any of them can squeal: The alternator belt The power steering belt The fan belt. Does the noise occur only when driving? Does the engine sound normal when revving in neutral? Does turning on the lights or a/c affect the noise? Does the power steering work when car is standing? Is the squeal heard when turning the wheels. A logical diagnosis will identify and eliminate these easy to fix problems.
