Parking brake cables on '99 GMC Sierra

My parking brake broke, so I got under there to fix it. It turns out that the 2 cables for it came loose. No problem, right ? I got the cable reattached that runs from the release handle to the brake, so I can take the brake off, but the other cable that puts tension on the mechanism to spring load it is also off. It is attached to the mechanism, but the other end is free. I can't find the place to reattach it. Does anybody know where it goes ?

When I pull the release handle, I have to actually pick the foot pedal up into the "off" position. Also, even when I have put it up as high as it will go, the dash light for the brake stays on. I am assuming that this is related to the cable being off, but if it isn't, let me know.

Thanks for your response, but I need to clarify.

Where I am working is under the dash. There are 2 cables attached to the mechanism that is attached to the pedal. One goes to the release handle, and the other goes.....? I need to know where to attach the other one.

The cable splits under the cab. One side to the right rear-one side to the left. There is an adjustment under there as well to take up any slack.
Have you repalces your rear brake shoes? As they wear out, your parking brake cable wll become slack. You need to see how much pad you have left.

The parking brake on my 99 GM Jimmy is tuck on

If you don't often use the parking brake iy could be rust and crud inside the cable sleves.
If you a regular parking brake user, then it might be a failure in the mechanisum associated with the brake cable and release handle.

Emergency brakes not working

Could be several different things that may be causing the parking brake. The sierra uses a simple cable pull system. If the cable becomes loose you will not have emergency/parking brakes. If the cable is tight then the shoe located inside the rear brake drums is worn or broken. If there is no cable coming from the parking/emergency brake pedal inside the cab then it has been either broken out or removed at some point, which is easy to do if taken off-roading.
Keep in mind that only the rear wheels have parking/emergency brakes. Front wheels have none.

2006 GMC Sierra parking Brake

Providing that the rear portion is free and not damaged you only need the part that broke. Your dealer can give you part # and advise if warranty covers it.
