radio, turn signals, poweroutlet 10,16,20,21,13,19 have no power to the fuses

Not you, I must have yet another screwed up diagram. What I am looking at is headlamps, starter relay and a few that don't show any fuse at all. Rather than confuse both of us, I'm going to sit on the side for this one unless I can find better diagram somewhere...Won't hurt to make sure that the connections ln the underhood fuses are not corroded though.
    good luck

I have a 1996 Jeep Grand Cherokee 6 cylinder. You might want to check the Ignition Off Draw (IOD) fuse in the Electrical Power Distribution center located in the black box located just in front of the coolant fill container on the left side under the hood. This is a 40 amp fuse, orange in color and is the orange fuse closest to the firewall. This fuse is used to put the jeep in storage if you don't plan to drive it for a while. Which would stop the current flow and not allow your battery to die. GOOD LUCK!

Heated seat 1996 jeep grand cherokee

C1 & C2 in your panel are most likely one of the culprits, if no power at heater at seat. Sounds like testing for power at seat switch is easier to do than get at these circuit breakers in the panel. If you have power at switch at seat, then it's not the fuse/circuit breaker. Good reading at this link for you.
