Chevy's don't use a relay like fords, rather they have a solenoid on the starter that your positive battery cable runs to.
Sounds like a fuel delivery issue, you would have to have fuel pressure checked, you most likely have throttle body injection..

passengers side firewall behind plastic cover thats about 12 inches long with a bump in the middle,where the battery cables hook together ,there should be 2 relays there and i think its the one closest to the drivers side

This model car has a "permanent" Fuel filter/pump combination. It is not meant to be changed. The filter/pump combo is in the fuel tank and can be accessed from under the back seat. I am highly doubtful that the filter is the malfunction you are experiencing. When your vehicle has low power and runs rough rough at low RPM's and then starts misfiring at 3500 RPM, it sounds like your timing belt has stripped some cogs and is in the process of shredding. THIS IS AN ENGINE EMERGENCY!!! IF THE BELT FAILS COMPLETELY AT HIGH RPM IT WILL DESTROY YOUR ENGINE!!! Do not fool around with changing sensors until you have had this checked out. If your DTC is saying that the MAP (Manifold Absolute Pressure) sensor or TDC (Top Dead Center) sensor is bad, check the timing belt.

Is the anti-theft light lit on the instrument cluster ? Won't start how ? When you turn the key to start , what happens ? Nothing ? This would be a No crank - no start condition . There are two fuse's IGN A fuse 40amp and IGN E fuse 10amp ,both are located in the under hood fuse/relay box . Also there is starter relay located in the same under hood fuse /relay box . There also is a crank fuse 10amp in the under hood fuse box . Besides the fuse's and relay ,the ignition switch or the PNP - park neutral position switch could be bad . Have you checked the fuel relay fuse. under the hood? It will do that very thing. It may very well be your fuel pump also. I would start with the cheapest method and go from there.

Where is the main fuel relay located

Stand by the gas tank while someone turns the key to ON. Listen for the fuel pump to come on for a second or two as it should. It will only come on for about two seconds to pressurize the fuel system, then shut off and only come on again when the engine is cranked. If you hear it, then the pump is working. Hence, you would smell gas after cranking the car a bit. If no sound from the pump, look for the relay in the power distribution box under the hood. The box's cover should have a diagram for fuel pump location. Or your owner's manual might show it.

Using a multimeter check the wiring for power at the pump and at the relay. It sounds like a bad relay.

STARTER RELAY IS UNDER THE HOOD AND UNDER THE DASH.IT COULD BE THE STARTER SOLENOID ON STARTER BAD.IT WILL CAUSE NO CRANKING PROBLEMS.

I firstly would check relay. You can use an ohmmeter to check the resistance of the relay. If you get a reading, it is good, If not it is bad. Than disconnect fuel pump wire harness and do the same.

Turns over but wont start

Look under the Hood and Locate the Fuse Relay Box. Inside this Box, Locate the Starter Relay and Crank Relay and Replace these. The Diagram should be on the inside of the Cover for the Box or inside the Owners Manual. Please Rate My Response! Thanks!

You will need to check the fuel pressure. You will have a connection on the fuel line to the motor under the hood. No fuel pressure indicates one of three problems. Fuse in fuse box, relay in relay box under the hood or fuel pump located in fuel tank.
