Can dry rot vacuum hoses cause the truck to lose power and and want stop and if so how much to repair

Yes, if they have a leak to them which most likely do. Replacing vacuum hoses is relatively cheap. You can expect to spend about 10 dollars a hose with clamps. Other things that will suck power are spark plugs, catalytic converter and air intake (filter).

My toyota OPA is losing power but does not show any strange smoke and also takes a lot of time to change gears. What could be the probable causes.

This is going to be a transmission problem. What it is specifically can't be determined until it is out. A transmission shop like Aamco will diagnose this for about 80 dollars without a commitment on your part. Well worth the money.

I keep losing spark on my 86 toyota, hot or cold

Sounds like a bad coil. But a sensor like a module or an aging distributor cap and rotor are the most suspect. Take off the distributor cap and see if a white powdery substance is building up scrape it clean with a sharp knife... it may run for a few months best to replace the rotor and distributor cap

I'm thinking about buying a '91 4cyl 2wd Toyota pick up. The power steering is out, it has an oil leak out of the front seal, and the speedometer/odometer & tachometer aren't working as of 77,000 miles. ...

Expect to spend $350.00 for the P/S pump.
At 100,000 miles, I would not be surprised that it would need a timing chain replacement, in addition to the front seal. It's common for them to be worn out around 100K miles...
Expect to spend about $700/800 dollars there.
The speedo/odo is probably a cable, 70/80 dollars
Tach - A new one is $495.00

Offer this guy $750.00; that is all it is worth.
I hope this helps you out.
