Question about 2002 Chevrolet S-10
The turn signals work except when the headlights are on,
or I am stepping on the breaks.
Sounds like a bad ground, or more than one. As I'm sure you know, the frame of your S10 is used as a ground. This isn't going to be a 'walk in the park', but you have to check all grounds for the front wiring harness, for a good connection.
You might start with the wiring harness connections, to the radiator support. There should be Black insulated wires that come out of the harness, and have a metal terminal connecting to the radiator support. These metal terminals are usually a round shaped 'eye' terminal. A small machine screw, or bolt goes through the 'eye'.
There are also ground wires that may bolt directly to the frame itself.
After time goes by, corrosion can develop under the terminal end, causing a bad connection. These terminal ends can also be loose. Following the wiring harness, you may also find other single wires used for a ground. Check their connections.
I would loosen the bolts/screws, remove them, and clean the metal area the terminal ends contact, then reinstall. No fun for sure!
The entire lighting circuit needs a good ground. Takes a few ground contacts, to make a good source for a ground.
There isn't enough of a good ground source, to support using a large power source, such as headlights and turn signals at the same time, nor headlights and brake lights at the same time.
