Re: Need to remove interior panel of Ford Windstar...
Get a trim panel removal tool at an autoparts store. It's a thin metal piece that slides between the panel and framework where the plastic clips hold the panel on. Slide it in at each clip....and pop each one off. There may be some trim screws also.

FIRST TURN OFF RADIO THEN DISCONNECT NEGATIVE BATTERY. MARK POSITIONS OF WIPER ARM ON THE LIFT GATE GLASS,THEN REMOVE WIPER ARM COVER AND NUT AT THE PUTSIDE OF THE LIFT GATE, THEN THE BEZEL, DONT SCRATCH PAINT ON THE LIFT GATE, REMOVE THE UPPER AND LOWER LIFTGATE INTERIOR TRIM PANELS, DISCONNECT THE ELECTRICAL CONNECTOR AT THE REAR WIPER MOTOR, THEN REMOVE THE TWO BOLTS SUPPORT WIPER MOTOR HOLD WIPER MOTOR IN PLACE WHILE REMOVING MOUNTING BOLTS THEN INSTALL NEW WIPER MOTOR THEN PUT EVERYTHING BACK VISA VERSA.
The best way i found on my 95 windstar is to remove the cowl panel below the windshield,you need to remove the wipers and screws holding the panel in place,also unscrew the antenna ,underneath you will see another plastic panel holding the wiper motor,this needs to be removed too by removing the 8mm attaching bolts around the edges and middle,also unplug the wiper motor, then simply lift the panel off to reveal the whole engine bay giving you easy access to everything,although this sounds alot of work it actually only takes about 15 minutes to do so.
most likely the wiper motor is bad the second wire sould be a ground if you set meter to ohms you sould be able to get a low resistance to any good ground on the vehicle if the hot wire is hot any time key is on the bcm is controling the ground to operate moter and you should have a steady continuity on the ground side with switch on the fast postion an it will read on and off in the intermitant postion if both wires test good motor is bad when you replace motor let it cycle and shut it off before installing the arm on it .To remove the motor the procedure is as follows:--REMOVAL Disconnect and isolate the battery negative cable. Remove the rear wiper arm from the rear wiper motor output shaft. From the outside of the liftgate, remove the rear wiper motor output shaft nut (Rear Wiper Module Remove/Install). Pull the rear wiper motor output shaft bezel and rubber gasket away from the liftgate far enough to access and disconnect the washer supply hose from the barbed nipple on the back side of the bezel. Remove the bezel and rubber gasket from the wiper motor output shaft. Remove the trim panel from the inside of the lift-gate. Disconnect the liftgate wire harness connector for the rear wiper module from the module connector receptacle. Remove the two screws that secure the rear wiper module mounting bracket to the liftgate inner panel. Remove the rear wiper module and mounting bracket from the liftgate as a unit. This will help. Remove the rear pivot arm; refer to Pivot Arm—Rear .
Remove rear pivot arm.
Lift the pivot arm nut cover.
Remove the nut.
Remove the pivot arm.
Remove the liftgate door trim panel; refer to Section 501-05 . Remove the (A) liftgate handle to liftgate screws and the (B) liftgate handle. Remove the liftgate trim panel screw access plug. Remove the screw.
Remove the liftgate door trim panel.
Use Windshield and Molding/Trim Removal Kit to remove the liftgate door trim panel from the liftgate window opening.
Push the liftgate door trim panel toward the top of the liftgate and remove the liftgate trim panel.
Position the watershield aside to gain access to the rear wiper motor.
