The fusebox is located on the drivers side/ dashboard. You must have the door open to access.

It would have to be running for the alternator to charge the battery.
Did you check all of the fuses and the connections on the alternator with a meter ?

99 concorde power windows, signal lights and heat does not work

I went to the Concorde forum and saw what other owners said. Captain mody said, "There is a black case in the middle of the upper part that contain fuse #5 red 10amp you need to replace this fuse by another on and after that every thing will work again" Another guy named Chris said: "Open your driver's door and open the fuse box on the left, there's a handle near the door hinge. This is most likely a blown fuse - check the fuse box lid for the diagram. Find out which one is blown and swap it out. Not a $400!!!" My 1999 chrysler concorde LXI is completely dead, no lights, sounds, or power, it was JUST running perfectly normal, now it isn't. Could it be something to do with my battery cables?

First have the Battery Tested at a reputable Auto store. Auto Zone or Checkers. They should do this FOC and advise.
The instance of total battery failure after apparently functioning properly, in adverse Heat or Cold, is quite common.
But just in case!!!! Check the security of the Battery Terminal Cables.
1. A Tight + Direct power connection to the Starter Motor. and TO and FROM the Central Power Distribution Box, depending on how the supply is routed from the Battery.
2. Ditto the - Negative connection to the vehicle Body.

Car temp guage stays cold. Only warms up if not driving. Low heat while driving.

Your thermostat is bad. The thermostat lets the engine warm up before letting the coolant circulate.
