Question about 1995 Honda Civic
When turning the key into the "on" position" no instrument panel indicator lights come on. However I can jiggle the key a little bit and the instrument lights do come on. When I try to crank, I can hear the fuel pump initializing and it seems as though the starter is engaging too. The RPM's go up for about a second but then nosedive and the car wont' crank (or stay cranked). Does this sound like a ignition switch problem? Key interlock problem?
U will need to replace the ignition electrical switch, it is attached to the other end of the ignition key cylinder,de-trim the steering wheel for access to the switch, about 4 screws hold the **** shell covers on.

Tips for a great answer:

Apr 19, 2013 | 1995 Honda Civic
The PCM also uses this information in order to manage the fuel system for maximum efficiency. The most obvious symptom you will see is the A/T gear position indicator lights will not come on or come on in the wrong position.
Once this is repaired emissions should pass
