1989 Chrysler 2.5 L Turbo has a duel hall effect pick-up in the distributor. It is possible that the pick-up is not working. A "start and stall" indicates that this may be the problem.
Another problem may be the fuel system. Check fuel pressure with key on... should be 40-50 psi on multi-port. 30-40 on TBI
PS If the auto shutdown relay quit then you would not get a start at all. PSS oil pressure will cause a similer problem

Idels high then low eventually cut out

combination of emissions controls and ignition control issues and mine which is a 91 does the same exact thing because the defrost controls cause the engine to rev up high then slow down.. I disconnected the ac compressor so it does not come on..mine has some vacuum issues that I have not corrected yet but as old and as many miles as is on it Im gonna leave it alone until the motor blows up smokes now and has over 300,000 miles on it.. rebuilt twice..5 head gaskets..6 timing belts and even when its really cold outside, it will start up when all my neighbors' cars wont..funny as heck..

I have a 1989 chrysler conquest and dont seem to have a strong vacuum comming from the carbeurator?

Suggest lots of possibilities...I assume it is NOT a TSi... so no Turbo.
If all vacuum lines are attached and in good shape, then you can have a back pressure issue, preventing the flow of burnt gas out of the engine, and therefore a low vacuum.
If you find that the Cat. converter is clogged (strong possibility...) the you can buy one...
