I have a 93 Honda Accord, and when i slow down or come to a stop the car feels like it wants to shut off. The needle on the RPM is always down instead of being slighty above?
I am fairly certain it is the idle air control valve, you did not mention your mileage but idle air control valves typically wear out at about 100,000 miles to 150,000 miles.
It is the electronic idle control the pintle inside moves in and out and over time it builds up carbon on the tip, this does not allow air to flow through it properly. Unfortunately your car is OBD I and not OBD II otherwise you could check pintle opening with a scan tool. A car should be diagnosed before just throwing parts at it and hoping it's the right one. remove the idle air control valve and inspect it first if it has cabon builup buy a new one trying to clean it won't help. Your fast idle valve is for starting a cold vehicle only, before it gets into closed loop operation, so this is not your issue. If you need assistance removing and replacing the part I would suggest purchasing a Mitchell manual for your vehicle it's the best $20.00- $30.00 you will ever spend.

Sounds like the idling circuit/controls. Maybe fuel injection system needs a thurough cleaning. I know most auto repair places do a cleaning of the injection system for under $100.

How about replacing the Idle Control Valve?
Is it the fast idle control, or the electronic idle control?
There are two valves the fast idle and the electronic valve wich one would need changing?
