Put new pads and bleed all brakes and ended up putting a new master cylinder on and now the brakes are not wanting to pump up

yep this is a two man job, onece you get air in the lines is better to do all four, my has abs and i was able to do it, but next time don't take anylines lose just turn the piston clockwise and you should be able to push it in.

Good! You bled the master cyl. before installation! The proper order of bleeding the lines, is to start with the wheel the greatest distance from the master cylinder. Then work your way to the next greatest distance, and last, the closest wheel. Make sure all air is removed from the lines before you proceed to the next wheel, and frequently check the master cyl. level, because, as I'm sure you know, if you **** in air at the master, you have to start all over again. I'm assuming you don't have a power bleeder, so with a helper do this with car running (make sure it's on safety stands and not going to fall on you!) Pump pedal 3 times, no need to mash the pedal into the floor, just 3 pumps 1/2 way down, hold 3rd pump at half way down level while bleeder is opened, when flow is about to stop at bleeder, close bleeder and repeat til no evidence of any air. I take it you have a rebuilt master cylinder. (It can happen to new ones also!) It is quite possible that the 2nd piston seal in the master cylinder is either installed incorrectly or was damaged during installation by who ever assembled it. You can install a PLUG in the front piston outlet hole and try it again. If it is still spongy.... the replacement Master cylinder is bad. (my therory... when in doubt change it out... when it comes to master cylinders)
Take the cylinder back and get another one. (warranty!!!) I have had this happen a few times over the years. Just one of those misfortunes of the task.

Screw in rear caliper pistons. Install pads and caliper,then ratchet up parking brake by hand, at caliper. No electric or cable issues involved

If you indeed removed all the air from the break system and it has a soft pedal. check you master cylinder.

I was not the one who put the master cylinder on the car but my daughter drove the car for about weeks after it was installed before this latest problem showed up. She said the brakes were good and worked fine til yesterday when this problem started..
