Overheating can be caused by thermostat stuck open or cooling fan not working . . can also be caused by low coolant level or defective or blown head gasket

Recommend replacing the fan, as it should not be drawing that much current. Also make sure there is nothing blocking the airflow through the radiator. Do you have any leaks? I have a few tips here that may be worth reading:

Car idols and is perfectly fine. however when you drive after a few minutes it heats up. what could this be? i put coolant in it and the fans come on as they should but still gets hot.

Bad thermostat? check to see if your upper radiator hose is getting hot and that coolant is flowing into the radiator.

If you want to see if the stat opens you need to start with a cold engine. You can remove the radiator cap when the engine is cold without risk of getting burned by escaping steam. Then you start the engine and wait for the coolant to start flowing when the stat opens. If the car heats up and the stat doesnt open then you should replace it.

You said the fan comes on...which usually means the radiator is getting hot enough.....perhaps your radiator is getting plugged internally or you have a poorly functioning water pump?

First of all, it doesn't sound like your thermostat is working correctly to keep good hot/warm air coming , so I would change that, or have it changed for better heating inside. If you lift the hood & look in front of your radiator, On the engine side, you'll see a fan attached to, or in front of the radiator. It won't come on until the coolant temperature gauge gets up to proper operating temperature. Without getting in to too much detail, have your thermostat changed, and my guess is everything else will start working as it should, and whoever does the work, should know enough to check the fan operation when they do the thermostat.
