You have two solutions. you can either get under the car directly beneath the handbreak which is tucked up behind the exhaust. and just tighten it that way.
or you can remove the rear break drum and find the break shoes. these have a self adjuster which you can tweak up with a screwdriver. it looks like two knuckles wich rub up agains each other. just keep on adusting it out until the shoes just slide back on.

The reason for the high biting point is simple. The clutch is made of 3 main components.
The pressure plate friction plate and the release bearing.
The more times clutch is depressed the concentric spring fingers wear in 2 ways . Firstly by good old metal to metal rubbing and secondly the concentric spring fingers don't return as far as a new one causing the release bearing or csc to adjust .
When the pressure plate concentric spring gingers wear they don't sit proud and require more pedal effort to depress. .
When they loose there spring like feature they require a greater distance from the release bearing. Or it has to travel further to depress them to lift The pressure plate and fee the friction plate from the lay shaft on which it is splined onto to give you drive once released.
The further back the bearing has to travel to allow the fingers to clamp the pressure plate to the friction plate . The more the clutch has become worn and unserviceable.
Self adjustment on hydraulic clutches are a hard one to gauge as you have no idea how far the piston has moved out to compensate for this wear . With a cable you can physically see the wear and adjust .
High biting points on any car are useless. You want a biting point to be 2 to 3 inches from the top and not nearly level with the brake pedal.
Anyway it seems apparent that Peugeot and Citroen both have high to almost no point at which they bite .
I myself would modify this as an engineer.
But it seems to be normal on these cats to have absolutely no biting point worth talking about.
My sisters 2012 206 1.4 is a very high biting point and I myself would not be happy with it . It gives u no indication of a worn clutch if its self adjusting.
Alll hydraulic clutches are self adjusting. So why are Peugeot and Citroens sooo high. Its ridiculous.

hand brake cable adjuster lives under centre console at rear 10mm spanner required unadjust this and then remove rear drums to adjust linings so they just drag on drum then go back and adjust cable in car
There should be some sort of adjustment for the hand brake either in the drum or in the linkage/handle. I doubt the cable has stretched because if they start stretching they usually snap and since it does eventually hold that eliminates that as a possibility. How long ago did you take it to nationwide. Because this is something they should have checked for after repair was completed and adjustment made as a standard procedure. If it hasn't been that long take it back, calmly and politely tell them they forgot to adjust the linkage and chances are they will adjust without charge. In my opinion they had better not charge because this was a careless overlook by the mechanic and could have caused an accident or injury had the car been parked on a slope and started to roll. By the way did the handbrake work fine before brake repairs were made?
first i would try adjusting the clutch cable because commonly people with think that they're clutch is going out when really just the cable has gotten stretched....try adjusting that first and if that works then you should be fine for another couple thousand miles but if you want to not have to worry bout it for awhile i would just replace teh clutch assembly....usually ranges from $200 to $450 depending on the clutch set and the mechanic that does the work for you. Let me know what happens. :)
i had the same problem with my crysler voyager 1997,a friend of mine who is a mechanic found the problem,it is a self adjuster on the handbrake itself,once drums are adjusted up you need to go to your hanbrake area and you will find a white plastic clip on the bottom of the lever ,once removed you pull up your handbrake a few times and it self adjusts,then put the plastic clip back on,this soved my problem,by doing this my handbrake went from about 13 clicks on max to hold . to about 6 clicks and held perfectly
