no power with a test light at the connector at the fuel pump, hooked up a secondary fuel pump and a hose to the fuel filter to bypass all electrical conectors and the van starts and runs, just can't seem to get power from the relay to the fuel pump conector

I have a silhouette and it had the same problem
Follow the fuel pump wiring harness to where it plugs into the floor of the van--pull the connectors apart--they will probably be corroded, and you will possibly have to change both wiring harnesses or connectors.

The use of a power probe is helpful for fuel pump diagnostics. The grey wire at the harness should show ground at rest, and if you apply 12 volts to it, the pump should run. If it doesn't the pump is bad.if it does run, look forward at the harness, floor connector, and then at the grey wire coming from the fuel pump relay. If there is power to the realy, and none out, replace the relay.

Then that wire must be broken some where. Did you try testing it every foot or so from the fuel pump connector back toward the relay? You have power at the relay? Your fuses are all good? I don't think this is a solution yet, but it wouldn't give me a "clarification" request.

SOURCE: Feul Pump Replacement for 1999 Olds Silhouette?

All you may have to do to confirm power to your fuel pump, is to turn the key to on (not start) and listen for a "humming" from gas tank area. If you hear a hum, you have power going to pump, if not, then start thinking relays, fuses etc. Do you get the "Hum". How did you arrive at it being pump for sure, what tests did you perform? Here's a link that will assist you.

Van wont start, and i replace the starter. you can hear the fuel pump when you turn the key, and it has sparks

Just because you hear the fuel pump run does not mean you have correct pressure at the injectors. Use test gauge to make sure. Have you run compression test to make sure timing belt has not broken?
